This project focused on the development of a new self-assessment framework for the learning and skills sector to help organisations make the best use of learning technologies to support and enhance teaching and learning, to improve outcomes for learner and respond to the FELTAG recommendations. The project analysed pre-cursor tools as well as tools used globally to produce institutional and individual digital literacy tools. These were piloted across 40 organisations and the results were benchmarked. The results across a stratified sample of 40 learning and skills organisations highlighted that the sector have a very low incidence of blended/online learning with less than 20% of courses having 10% online. The sector needs to improve leadership and management of learning technologies; staff digital literacy skills; unlock the use of learner expertise and invest in continuous updating.
